On, Monday, Aug. 19, the 熱えapp Board of Trustees voted to place a tax rate election on the Nov. 5 ballot. A tax rate election gives the community the option to vote for increased funding to pay for teacher and staff raises and additional support positions for campuses. If approved, 熱えapp would gain an estimated $41M in funding annually. 熱えapp plans to spend about $17.8 million on a compensation plan that includes market adjustments for most teachers and staff with the highest increases going to our most experienced teachers.

What is Prop A?

Prop A is a board-approved special tax rate election asking voters to approve an increase to the maintenance and operations tax rate to increase funding for 熱えapp. 

Why is 熱えapp asking voters to consider approving Prop A?

The 熱えapp Board of Trustees voted to put Prop A on the November ballot to raise funding for 熱えapps schools and students in the face of a $78M budget deficit for the 202425 school year. Over the last six years, funding for educational expenses such as salaries, utilities, fuel, insurance and other expenses has not kept up with inflation. Despite Texass $33B budget surplus, virtually no additional per-student funding was approved during the last 88th Legislative Session. 熱えapp has also seen new state mandates without sufficient funding, such as legal requirements for school resource officers at every campus and accelerated instruction for students.

If Austin voters were to approve Prop A, 熱えapp would receive additional funding to provide competitive salaries for teachers and staff while reducing our deficit.

How much more money would benefit 熱えapp if voters approve a tax rate election?

熱えapp would benefit from about an additional $41M if voters were to approve Prop A.

How does 熱えapp plan to use the additional $41M?

熱えapp plans to spend about $17.8 million on a that includes market adjustments to increase pay for most teachers and staff. 

$3.2 million would be spent on additional support directly to campuses. This includes Instructional Coaches, Content Interventionists, Special Education support and Mental Health support.

About $20 million would be used to offset current costs to replenish our savings and reduce our deficit.

How much money would Prop A generate?

Prop A would bring about $171 million in new revenue to 熱えapp. 熱えapp would keep about $41M and the remainder would be subject to recapture by the state.

How would Prop A affect the districts tax rate?

The tax rate would increase by $0.091, which means an additional 9.1 cents per $100 of a propertys taxable value. The rate would go from $0.8595 to $0.9505.

How would Prop A affect the average homeowners school taxes?

If approved, a homeowner of an average value home in Austin would see a monthly increase of about $34 in 熱えapp property taxes, or roughly $412 per year.

How would Prop A affect taxpayers who are over 65 or disabled?

Property taxes for residents 65 years or older or those who are disabled are not affected by a rate increase if they have an Over 65 Homestead Exemption and make no significant improvements to their homes.

How is this different from a Bond Election?

Bond elections, such as the recently successful 2022 Bond in 熱えapp, allow school districts to sell bonds to investors to raise money for capital purchases, such as modernizing buildings and replacing facility infrastructure, HVAC systems, vehicles, and technology. Bond funds cannot be used on operating costs, such as salaries, programs, or even utility payments and insurance. 

A bond affects the Interest & Sinking (I&S) portion of the tax rate. Currently, 熱えapp has a $0.123 I&S rate, the lowest in central Texas. You can learn about the 熱えapp Bond, and the investments being made in our local schools at

Prop A would raise money that can be used for maintenance and operations (M&O) and is the only way for the district to have discretion on the funding used for our students and schools. 

Is the end of federal COVID-19 relief funding through the Elementary and Secondary School Emergency Relief (ESSER) impacting the deficit?

No. 熱えapp planned for the use and anticipated end of ESSER funds. We used ESSER funds for supplemental summer programs, one-time staff retention incentives, post-COVID crisis care, community outreach and technology upgrades. Only a select few temporary staff positions were funded by ESSER to support short-term projects.

What other districts have passed a tax rate election?

Locally, Round Rock ISD, Leander ISD, Pflugerville ISD, Lockhart ISD, Lake Travis ISD, and Eanes ISD have passed tax rate elections in the past six years to help provide additional funds to the district.

Why are so many districts across Texas facing deficit budgets? 

Rising prices, the need to compensate staff and lower attendance rates post-pandemic, all play a role in school funding. Since 2019, there has been no increase to the basic allotment currently $6,160 per student which is the amount the state allots for each student in a district. According to data released by the states Legislative Budget Board (LBB), in 2022, per-student spending in Texas has decreased by $590 in inflation-adjusted dollars over 10 years. The LBB reported that the state share of public education has decreased over the years, while the percentage of local spending has increased.

There has also been an increase in recapture paid to the state by school districts considered to be property wealthy, and 熱えapp is the largest payer. The state uses these recapture dollars to help balance the rest of the state budget.

The indicates that these per-pupil dollars include funding that is not provided to school districts nor affects the classroom, including funds to pay down local property taxes and investments in the Teacher Retirement System insurance program, which 熱えapp is not a member. 

How does the state use the recapture payments? 

When a school district collects more revenue from property taxes, under the state finance formula those excess dollars are recaptured. Recapture dollars are intended to help fund less wealthy districts, but currently the funding brought in through recapture helps supplant the required funding from the State for education.

According to the , when the state collects more local property tax dollars for state use through recapture, dollars that would otherwise be spent on education are reduced, allowing the state to spend more General Revenue dollars on other priorities instead. In other words, when districts with high property wealth per student pay more in recapture, districts with less property wealth do not benefit by receiving more funding. What does this mean for 熱えapps Recapture payments?

If Prop A were to pass, 熱えapp would be estimated to pay about $821 million in recapture to the State. This is about 51% of the Districts total budget, compared to the current 49%.

What is included in the compensation plan?

The compensation plan includes $17.3 million for market adjustments to teacher and staff pay. The plan would also provide about $500,000 to ensure all classified staff receive a minimum increase of at least $0.25/hour.

When would staff receive a pay increase?

If Prop A were to pass, staff would see an increase in December.

Would the increased compensation be paid retroactively? 

Yes. If Prop A is approved, the pay would be retroactive to the staff members first day of work in the 202425 school year. This retroactive pay would be included in December.

Will the retroactive pay be considered for TRS?

Yes, the retro pay will be included for TRS purposes.

Will all staff receive an increase?

The compensation plan would increase all salaries that are currently below market rate according to a salary study conducted by the Texas Association of School Boards. Additionally, all classified staff would receive a minimum pay increase of $0.25. Over 6500 staff members roughly 60% of all employees would receive some increase in pay. 

Why is 熱えapp prioritizing market adjustments?

Offering competitive salaries is a large contributor to our ability to attract and retain highly-qualified teachers and staff. For example, currently, the entry-level salary for a first year teacher is relatively competitive in comparison to our neighboring districts; however, as teachers gain experience, our compensation becomes less competitive, which makes it difficult for us to retain our most experienced teachers. Market adjustments would address this issue by providing the greatest salary increases to our most experienced teachers. 

What will happen to compensation if voters do not approve a Prop A? 

If voters do  not approve Prop A, the compensation agreement states that all active, regular employees in a full-time position would receive a one-time incentive payment of $500. 

  • Active, regular employees who are less than full-time but benefits-eligible will receive a one-time incentive payment of $250. 
  • The payments would be made in December. 
  • Qualifying employees must be in active status as of December 1, 2024 to receive payment. 

This reflects an investment of $5.5M.

What is included in the 熱えapp tax rate?

The 熱えapp tax rate is made up of two parts, Maintenance and Operations (M&O) and Interest and Sinking (I&S). The M&O provides funding for the daily operations of the district including payroll, supplies, materials, contracted services and other general expenses. The I&S is used to pay for voter-approved bond programs that fund new construction, technology and vehicles. 

The M&O rate is made up of three parts. The first, Tier 1, is the basic amount of funding for each district. This is based primarily on student attendance and the specific needs of each districts student population. 

The second part is Tier 2 golden pennies. Currently 熱えapp has 0.079 golden pennies, and Prop A would add the remaining 0.01 allowed under current law. This is considered enrichment funding and is not subject to recapture, so 熱えapp keeps all the money generated from golden pennies. 

The last part is Tier 2 copper pennies. 熱えapp is requesting the maximum amount of nine (9) additional copper pennies. This is also considered enrichment funding, but any amount generated over a certain amount is subject to recapture by the state. 

The state uses a tool called compression to lower Tier 1 rates of M&O. This provides tax relief to property owners when property values increase. In future years, our tax rate may continue to decrease due to compression.

How does Austin's ISD tax rate compare to that of other central Texas and urban districts?

Currently, 熱えapp has the lowest overall tax rate for school districts in central Texas and for urban districts. If the tax rate election were to pass, 熱えapp would still be among the lowest.

How has 熱えapps tax rate changed over the years?

熱えapp has remained committed to maintaining a lower tax rate than the state allows. Our tax rate has decreased steadily over the last several years due to the states compression plan that provides additional relief to taxpayers.

聶Qu矇 se incluye en la tasa de impuestos del 熱えapp?

La tasa de impuestos del 熱えapp se compone de dos partes, Mantenimiento y Operaciones (M&O) e Intereses y Amortizaci籀n (I&S). El M&O proporciona fondos para las operaciones cotidianas del distrito, incluyendo n籀minas, suministros, materiales, servicios contratados y otros gastos generales. La tasa M&O se compone de tres partes. La primera, el nivel 1, es la cantidad b獺sica de financiamiento para cada distrito. Se basa principalmente en la asistencia escolar de los estudiantes y en las necesidades espec穩ficas de la poblaci籀n estudiantil de cada distrito.  

La segunda parte son los centavos "de oro" de nivel 2. Actualmente el 熱えapp tiene 0.079 centavos de oro, y la Propuesta A a簽adir穩a el restante 0.01 permitido por la ley actual. Esto se considera financiamiento de enriquecimiento y no est獺 sujeto a recuperaci籀n, por lo que el 熱えapp mantiene todo el dinero generado por los centavos de oro. 

La 繳ltima parte son centavos de "cobre" de Nivel 2. El 熱えapp est獺 solicitando la cantidad m獺xima de nueve (9) centavos de cobre adicionales.  Esto tambi矇n se considera financiamiento de enriquecimiento, pero cualquier cantidad generada por encima de cierto monto est獺 sujeta a recuperaci籀n por parte del estado.

El estado utiliza una herramienta llamada "compresi籀n" para reducir las tasas de M&O del Nivel 1. Esto proporciona un alivio fiscal a los propietarios cuando aumenta el valor de la propiedad. En los pr籀ximos a簽os, nuestra tasa de impuestos puede seguir disminuyendo debido a la compresi籀n.

聶C籀mo se compara la tasa de impuestos del 熱えapp con la de otros distritos urbanos y del centro de Texas?

Actualmente, el 熱えapp tiene la tasa de impuestos general m獺s baja de los distritos escolares del centro de Texas y de los distritos urbanos. Si se aprobara la Propuesta A, el 熱えapp seguir穩a estando entre los m獺s bajos.

聶C籀mo ha cambiado la tasa de impuestos del 熱えapp a lo largo de los a簽os?

El 熱えapp ha mantenido una tasa de impuestos m獺s baja que la permitida por el estado. Nuestra tasa de impuestos ha disminuido constantemente en los 繳ltimos a簽os debido al plan de "compresi籀n" del estado que proporciona alivio adicional a los contribuyentes.
